Yes, you can cash US travellers checks, no problem.
There are also ATM’s available in the tourist areas in Phnom Penh. All ATM’s that I’ve used carry US money. One thing about the ATM’s: They use $50 and $20 bills. For instance, if you make a withdrawal of $200, you will get 2 $50 bills and 5 $20 bills.
If you’re from the States, try to have at least $50 in small currency before you get to Cambodia. You’ll need it for the tuk-tuk and motorbike taxis
